Considering that the lot was labelled “empty and used ink cartridges”, unfortunately not all of them would.

Used ink cartridges aren’t trash. They’re refilled and sold. It’s a very common practice. When I ran a print shop we’d sell them all back to the company we bought them from.

Scrap brass is $2.20/lb. Also, bullet manufacturers can reuse old brass to make new bullets. Also, spent ink cartridges are usually refilled and sold. Pretty common practice. Do Canadians not recycle stuff?

We do, but it seems silly that the federal government would rather sell it to someone to recycle than to do it themselves.

They have a lot of stuff to sell. It would be pretty inefficient to go out and individually try to sell everything to a specific buyer rather than just listing it on a surplus website and letting the recyclers come to them.

Yes, exactly this. Depending on the exact cartridge they can be worth quite a bit.
